The Postal Commission ( PostCom ; French La Commission de la poste , Italian La Commissione federale delle poste ) was created by the Postal Act on October 1, 2012, replacing the postal regulatory authority PostReg as the regulatory authority in the Swiss postal market . It oversees the Swiss postal market and compliance with the universal service obligation, monitors the quality and financing of the universal service and, within its areas of responsibility, performs international tasks.

PostCom is made up of seven independent commission members elected by the Federal Council and the technical secretariat. Géraldine Savary has been President of PostCom since 2020 ; Hans Hollenstein previously held the office from 2012 to 2019. The technical secretariat with eight employees is headed by Michel Noguet. It submits applications to PostCom and carries out its decisions. The technical secretariat is in direct contact with those affected, authorities and third parties. Postcom is not subject to any instructions from the Federal Council and is independent of the administrative authorities.

According to the Postal Act (PG), PostCom has the following main tasks:

  • Registration of providers
  • Monitoring of the customary working conditions
  • Monitoring compliance with information and disclosure obligations
  • Supervision of compliance with the statutory basic service mandate
  • Quality check of the basic service
  • Monitoring compliance with the prohibition of cross-subsidization
  • Establishment of an arbitration board
  • Market observation regarding the supply of all parts of the country

In addition, it provides the public with an annual report on the development of the post office network, the quality of the universal service, the financing of the universal service and the main developments in the postal market.

Arbitration Board

According to the Postal Act, PostCom has to set up an arbitration board. Under the name Ombud-PostCom, this offers an out-of-court and quick procedure if a customer and the provider of postal services fail to resolve a civil law dispute together. It thus serves as an independent mediator in disputes.
