Rashtriya Swasthya Bima Yojana , ( RSBY ) (Hindi: राष्ट्रीय स्वास्थ्य बीमा योजना, German: National Health Insurance Program ) is a government program launched in 2008 to provide health insurance for the poor in India . The basis is the Unorganized Workers Social Security Act passed by the Indian government in 2008 .

background

In 2008 the Indian government passed the Unorganized Workers Social Security Act , under which the Rashtriya Swasthya Bima Yojana, the national health insurance program, was introduced. It should serve the sections of the population who live below the poverty line and in particular reduce the financial risks for disability, unforeseen serious illnesses, obstetrics and old-age diseases. In particular, the advance payments to be made to doctors and hospitals mean that many poor Indians do not even seek medical help in the event of illness.

Day laborers and their families are particularly included in the program. The program was later extended to other groups with low social status and income: licensed porters at train stations, street vendors, bidi producers, domestic workers, sanitary workers, mine workers, rickshaw operators, rag pickers, taxi drivers, and the like. a. m. For a registration and administration fee of 30 rupees per year, the insured receives guaranteed cost coverage of up to 30,000 rupees per year for hospital costs. 75% of the costs are borne by the Indian government and 25% by the states , in the case of the north-east Indian states as well as Jammu and Kashmir 90% by the central government and 10% by the states. The government selects insurance companies to participate in the program through annual tenders. These select the participating hospitals based on defined criteria.

The RSBY is financially and technically supported by the German Society for International Cooperation . In particular, the development of IT architecture and local training and advice are offered. The Indian government also hopes that the program will promote and improve rural hospital infrastructure by building new clinics.

Effects

Since its inception, the program, which was originally intended for 70 million households, has provided health insurance coverage to around 36 million households with around 130 million people. There were around 14 million hospital treatments under the program (as of March 2017)
