Legal education for refugees

The rights education lessons for Refugees is a measure of the state governments of several federal states of Germany to the integration of asylum seekers .

Classes were introduced in 2016 in the course of the refugee crisis in Germany from 2015 . As part of pilot projects, refugees “with the prospect of staying ” have been instructed in German law since January 2016 in the federal states of Bavaria and Rhineland-Palatinate . In Rhineland-Palatinate, the project initially started in the Mainz, Koblenz, Trier and Vorderpfalz areas.

Lecturers and target group

The lessons are held by lawyers, while interpreters are also used in the lessons. Lecturers in Bavaria are around 800 judges , public prosecutors and judicial officers of both sexes; Asylum seekers from initial reception centers take part in the lessons . The lessons take place in schools, adult education centers and initial reception centers.

Content

The teaching materials include films and texts in the participants' own language, including a translation of the German Basic Law .

The participants, who have different levels of education, are taught the basics of German culture and the German legal system . In connection with the basic principles of the German constitutional state , topics such as democracy , equality , tolerance , religious freedom and the right to physical integrity including the right to a non-violent upbringing are dealt with. It also explains the role of the police and the judiciary, including the incorruptibility of public officials .

In Bavaria, lessons are modular, with a basic module on democracy and the German rule of law as well as three additional modules on German civil and criminal law as well as questions about family , marriage and raising children . Initially, it is planned to teach the basic module and only one of the additional modules; lessons may become compulsory in the future. The first module includes the illustration of the fundamental principles and values ​​of the German legal system: liberal democracy as well as freedom and equality rights .

The Bavarian Minister of Justice and Professor of Rights Winfried Bausback himself gave a lesson at the start of the project. On this occasion he explained that it is not just about imparting knowledge: "It is also about the fact that the rule of law is not something abstract, but that it consists of people who are there and who care."
