As travel insurance one was travel health and liability insurance for travelers to the Schengen countries designated. She guaranteed the assumption of all costs incurred during the visit as well as the costs of deportation , if necessary.

Such an insurance could thus replace the declaration of obligation of the EU citizen for the visitor, who otherwise acts as a surety and has to be liable for the costs caused by his guest.

Travel insurance was initially sold by ADAC from August 1995 under the name “Carnet de Touriste” (CdT).

From May 2, 2001 to June 2002, the company Reiseschutz AG also sold travel insurance under the name "Reiseschutzpass".

Similar travel insurance policies were also sold by ITRES GmbH .

However, there was trade in blank travel insurance forms, and the involvement of the German embassy staff in Kiev ( Ukraine ) led to the so-called “ visa affair ”.

Since March 28, 2003, travel insurance policies are no longer recognized as proof of sufficient funds when issuing visitor visas, they have thus become practically worthless and de facto abolished.
