The Resolution 1860 of the UN Security Council is a legally binding UN resolution , which the United Nations Security Council on 8 January 2009 to its 6063rd meeting in response to the so-called Gaza war with one abstention by the United States adopted unanimously. The resolution called on the conflicting parties Israel and the Palestinian radical Islamist Hamas to an immediate ceasefire. Israel is also being asked to withdraw its armed forces from the autonomous region.

The US Secretary of State Condoleezza Rice justified her abstention by saying that America wanted to wait for the Egyptian peace negotiations to begin, but would still not stand in the way of the resolution, as the UN resolution was a step in the right direction. Political observers had expected a veto .

Content of the resolution

UN resolution 1860 contains the following points, among others:

  • The Security Council calls for an immediate, permanent and fully respected ceasefire that will lead to the total withdrawal of Israeli forces from Gaza.
  • He calls on all UN member states to step up efforts to promote agreements and guarantees in Gaza in order to achieve a permanent ceasefire, stop arms smuggling and reopen border crossings on a permanent basis.
  • Permanent and regulated opening of the border crossings for people and goods.
  • All violence and fighting against civilians are condemned.
  • The Security Council expresses grave concern about the escalation of violence and the worsening humanitarian crisis in Gaza.
  • Aid must be able to reach the Gaza Strip unhindered; the opening of humanitarian corridors is expressly welcomed.
  • The Security Council urges international efforts to provide humanitarian aid and rebuild Gaza's economy.
  • The Security Council welcomes both the Egyptian push to bring about a ceasefire and other ongoing regional and international initiatives.
  • The Security Council encourages “tangible steps” towards a reconciliation of the Palestinian groups, including with Egyptian and Arab mediation.
  • The Security Council urges efforts to find a comprehensive Israeli-Palestinian peace solution in which two democratic states, Israel and Palestine, live side by side in peace.
