The Restricted Operator's Certificate (ROC) is an internationally valid radio operating certificate . It entitles the holder to participate in the mobile marine radio service on VHF on merchant ships . It includes the operation of ship radio stations and security radio systems ( GMDSS ).

The certificate complies with Article S55 of the Radio Regulations .
