Rescue service association
A Rescue Service Association (RZV), or Rescue Service Association , is a communal association in order to jointly cope with the task of "rescue service" in a defined area . In Bavaria, with the exception of Munich, this task is carried out by the special purpose associations for rescue services and fire brigade alarms (ZRF).
task
Ambulance service in Germany is an original task of the municipalities (districts and urban districts). For this purpose, they can join together to form rescue associations that plan, operate or operate and control the rescue service for their area themselves.
Depending on the capacity and legal requirements, the RZV operates the rescue service in its own name, or commissions one or more service providers (public or private rescue services) to carry out the rescue service. I. d. Usually targets are also included in the contracts, e.g. B. average or maximum release times, maximum downtime, etc.
The contracts usually have a limited term so that they can be put out to tender again after their expiry.
The RZV should regularly check compliance with the target specifications in the commissioning contracts so that violations can be quickly identified and rectified . If a contracted service provider continues to break his contract, extraordinary termination of the contract can result.
In addition, the constant demographic and structural changes in the area of the RZV require a regular revision of the distribution of rescue equipment and the placement of the rescue station locations.
structure
In Germany, a rescue service association has the form of a so-called corporation under public law , as it is established on the basis of a law.
The management committee of the RZV usually consists of representatives (e.g. district administrator , mayor , head of the fire brigade , chairperson of the aid organizations) of the rescue service providers who make it up.
