A special purpose association for rescue services and fire brigade alarming (ZRF) is a municipal special purpose association to cope with the tasks of emergency services and alerting the fire brigade together.

Ambulance services and fire alarms are an original task of the municipalities (districts and urban districts). To this end, they have joined forces in Bavaria and Saarland (in contrast to the other federal states in which rescue service associations or rescue associations are responsible for the rescue service) to form ZRF, which plan the rescue service and fire brigade alarms for their area and operate them themselves . Only in Munich does the rescue association still exist in its old form.

Depending on the performance and legal requirements, the ZRF can operate the rescue service in its own name (e.g. operation of the rescue control center or integrated control center ), or commission one or more service providers (public or private rescue services) to carry out the rescue service by means of a public-law contract . The emergency doctor service as a supplementary area of ​​the rescue services is organized in Bavaria by the Association of Statutory Health Insurance Physicians in Bavaria (KVB). Public law contracts with the ZRFs are also planned for this purpose. In addition, the constant demographic, structural and infrastructural changes in the area of ​​the ZRF require a regular review of the provision of rescue equipment and the appropriate definition of the rescue station locations and parking spaces.

Furthermore, the ZRF can operate the fire brigade alarm (together with alarming the rescue service) in its own name or assign it to a service provider (independent city, district, Bavarian Red Cross) by means of an operator contract. The ZRFs in Ingolstadt, Traunstein, Bamberg-Forchheim, North Upper Palatinate (Weiden), Passau, Aschaffenburg (ILS Bayer. Untermain), Amberg and Landshut have made use of their original rights and operate the integrated control center there themselves.

The ZRF's governing body consists of representatives of the municipalities that support it (e.g. district administrator , lord mayor , association councils of the respective district council and city council) and the managing directors / managers.
