The Association for Rescue Service and Fire Brigade Alerting Saar (ZRF) is a special purpose association for rescue services and fire brigade alarming , whose members are the Saarland districts of Merzig-Wadern , Neunkirchen , Saarpfalz-Kreis , Saarlouis and St. Wendel as well as the Saarbrücken regional association .

history

In 1977 the Rescue Association Saar (RZV) was founded as a public corporation. By expanding the area of ​​responsibility to include fire brigade alarms, the RZV became today's ZRF.

organization

The ZRF is a corporation under public law . The head of the association is the district administrator of the St. Wendel district, Udo Recktenwald. His deputy is Theophil Gallo, District Administrator of the Saarpfalz district. The business of the ZRF is managed by the managing director Bernhard Roth and the medical director Thomas Schlechtriemen. The administration of the ZRF is based in Bexbach .

In addition to the organizational and administrative tasks (determining the rescue station locations and required vehicles, assigning the operation of the guards to the responsible authorities, contract negotiations with health insurance companies, etc.), the ZRF is also operational. On the one hand, it operates the central Saar rescue control center (radio call name: Leitstelle Winterberg or Leitstelle Saar ) based on Winterberg in Saarbrücken , through which the entire public rescue service of the Saarland as well as the radio communications of the Saarland fire brigades are processed. The goal of also transferring the fire brigade emergency call of the city of Saarbrücken to the central control center as part of a two-location solution failed in October 2014. There was still political will that in the future all emergency calls should be sent to the control center on Winterberg. Since January 1, 2016, all emergency calls have been made on the Winterberg, but responsibility for alerting and communicating with the fire brigade and disaster control in the Saarbrücken regional association remains with the Saarbrücken professional fire brigade.

On the other hand, RDS Rettungsdienstlogistik und Service GmbH ( RDS ) , which is 90% owned by ZRF, carries out the following tasks:

  • Construction work (planning, financing, renting and managing rescue stations)
  • Billing of the rescue service to the health insurance companies
  • Provision of the software necessary for the operation of the rescue service.

These organizations operate rescue stations at 29 locations in Saarland with a total of 47 ambulance vehicles, 14 NEF and 49 KTW. In 2009 around 70,000 emergency missions and 100,000 ambulance transports were carried out. The common motto, which can also be found on the emergency vehicles, is: We help together.

Various private ambulance companies are not involved in the public ambulance service of the Saarland, which, due to the legal situation in Saarland, have an above-average share of ambulance transport compared to the national average. However, they must make their resources available to the control center upon request in the event of major incidents.
