Unfinished land

As a shell land is referred to areas that officially determined by a community for a structural use, but not yet opened are. However, the development of the building land does not have to be secured or its location, shape and size may be inadequate for building use. In Germany, the concept of unfinished building land is defined in Section 5 (3) of the Real Estate Valuation Ordinance (ImmoWertV).

In contrast to the expected building land , however, there is not much in the way of "building readiness" in the case of the unfinished building land, since the municipality is still developing and designing it.

A distinction is also made between gross and net building land. While only the development plan becomes legally binding in the case of gross building land, the areas for the development system have also already been assigned for net building land.
