The Ruhrstab , also Ruhrstab Speer , was set up by Albert Speer in Essen-Kettwig in August 1943 in order to organize production and repair measures in the Ruhr area, especially in operations that were important to the war effort. The reason was that the Battle of the Ruhr offensive as part of the air raids on the Ruhr area had caused considerable damage by the end of July 1943 .

The Ruhr staff consisted of representatives from the Ministry of Armaments , the Wehrmacht , business, the Todt Organization and the German Labor Front .

The seat of the Ruhr staff was the Charlottenhof . The subdivided "Staff Rohland" for the field of "Iron and Steel" under the direction of Walter Rohland was not far from Landsberg Castle . In addition to Rohland, Albert Vögler was one of the leading personalities in the Ruhrstab .
