The key figures are part of the official approval of people for road traffic in the European Union . They are entered in column 12 on the back of an EU driving license . The key numbers entered there indicate whether and which restrictions on the driver's license or requirements exist for the driver's license holder concerned. Since the European harmonization of driving license law on January 1, 1999, the legal basis for such restrictions and requirements has been the Council Directive of July 29, 1991 on driving licenses , and the revised version of December 20, 2006, Directive 2006/126 / EC on driving licenses ( New version) , in Annex I of which the harmonized Community codes with the identification numbers 01 to 99 are listed.

For some of the key numbers there is only the two-digit "main key", for others there is a more differentiated subdivision with also two-digit subkeys. For some of the requirements and restrictions, the individual states are free to use or omit the subkeys, for other parts, however, the use of the subkeys is mandatory for all states.

In addition to the harmonized community codes, the individual states can use additional national special codes. These have three-digit main key digits and, in some cases, also sub-keys with two digits. They are only valid in the respective country .

While the EU directive defines the common codes, their actual implementation is determined by the respective national legal ordinances. In Germany, this is the Driving License Ordinance (FeV), Section 23 of which in paragraph (2) states:

"If the applicant is only partially suitable for driving motor vehicles, the driving license authority can restrict the driving license as far as necessary or issue it under the necessary conditions. The restriction can in particular extend to a certain type of vehicle or a certain vehicle with special equipment. "

The key numbers used in Germany are listed in Annex 9 (to § 25 Paragraph 3 of the FeV), in Austria the “numerical codes” are contained in the Driving License Act Implementation Ordinance (FSG-DV) BGBl. II No. 320/1997.

Motorcycles class A1 with the car driving license class B (B196)

According to the Driving License Directive 2006/126 / EC, Article 6, Item 3b, states can provide for the option of driving a Class A1 motorcycle with a Class B license without any special requirements, but only in the respective country.

“Member States may determine the following equivalences for driving vehicles in their territory:
a) three-wheeled motor vehicles with an output of more than 15 kW are subject to a category B driving license, provided that the holder of this license is at least 21 years old;
b) Motorcycles in category A1 are covered by the category B driving license.
As this paragraph is only valid in the respective national territory, the Member States do not state on the driving license that the holder is entitled to drive these vehicles. "

In Germany, since 2020, holders of a class B driving license have been able to drive class A1 light motorcycles ( EC vehicle class L3e-A1) after completing additional training of 4 theoretical and 5 practical lessons of 1.5 hours each (total 13.5 hours ). This is noted by the additional code number "196" in the driver's license. The extension does not apply outside of Germany. Advancement to classes A2 and A, as with the A1 driving license, is not intended.

Many "old" car driving licenses from almost all countries also allow class A1 driving, e.g. B. that of the FRG before April 1, 1980.
