School Community Committee

The School Community Committee (SGA) is a legally anchored body for middle and higher schools in Austria . The composition and powers are regulated in the School Education Act (SchUG) § 64.

General

The school community committee consists of the headmaster and three representatives each of the teachers , the pupils and the legal guardians . The school director has to call a meeting at least twice per school year or if 3 members of the SGA request a meeting. The members must be informed of the meeting at least one week in advance. An SGA must also be formed at vocational schools and polytechnic schools , but legal guardians do not have to belong to it. The corresponding body in elementary and secondary schools is called the school forum .

Competencies

The SGA has a number of competencies (SchUG § 64 Paragraph 2):

    • School events lasting several days
    • The declaration of an event as a school-related event
    • The implementation (including the setting of dates) of parenting days
    • The House Rules
    • Authorization to conduct collections
    • The authorization to organize the participation of students in events according to
    • The implementation of events of the school railway advice
    • The implementation of events relating to school health care
    • Projects that help shape school life
    • The enactment of school-autonomous curriculum regulations
    • The school-independent determination of opening and division numbers
    • School autonomous school time regulations
    • The school-independent definition of ranking criteria
    • The creation of guidelines on the reuse of school books
    • Cooperation with schools or extracurricular institutions
  2. The advice in particular about
    • Important questions of the lesson
    • Important questions of education
    • Issues of planning school events
    • The choice of teaching materials
    • The use of budget funds transferred from the school to management
    • Construction work in the school area.

In the course of the reduction to the list of competencies in § 64 SchUG, an essential right of SGA members is often overlooked and not applied or demanded everywhere in practice: The right to participate in SGA members in teacher conferences . (cf. § 61 Para. 2 (1d) SchUG) Exceptions are conferences or conference parts for the election of teacher representatives, on matters relating to the service of teachers and advice and resolutions on matters relating to the performance assessment of individual students.

Voting

Each committee member except the headmaster has one vote. However, the school principal has the right to declare a "decision to be illegal or not feasible for organizational reasons" (SchUG § 64, Paragraph 16). Abstention is not permitted, but leaving the vote is. Most votes require a simple majority, while special decisions (such as changes to the house rules) require a so-called double two-thirds majority. This means that both as a whole and in each individual group at least two thirds of the SGA members must agree to the application. Each group thus has the option of blocking a proposal.
