The Swiss Conference for Social Welfare (SKOS) is a professional association that is committed to the design and development of social welfare in Switzerland . The organization is made up of representatives from municipalities, cantons, the federal government and private organizations in the social sector. Her guiding principle is the support and integration of people in need. The association was founded in 1905 as a conference of poor workers and has since been called the Swiss Conference for Public Welfare (SKöF) .

SKOS is an association. Decisions are made by the board of directors or the general assembly. All of the above of the cantonal social welfare offices, representatives of cities, municipalities and regions as well as private social welfare are represented on the board. Some federal offices are also part of the board, but with an advisory vote. SKOS has more than 900 members. Since May 23, 2019, the Basel LDP National Councilor Christoph Eymann has been President of SKOS and the Jurassic SP Councilor of States Elisabeth Baume-Schneider has been Vice President. They replaced former National Councilor and social director Therese Frösch ( Greens ) and Felix Wolffers ( SP ), head of the social welfare office of the city of Bern, as co-presidium of SKOS. They succeeded Walter Schmid (independent), who was president from 1999 to 2014.

The SKOS develops guidelines for the assessment of social assistance. The so-called SKOS guidelines are recommended and only become legally binding through cantonal legislation. All cantons are based on the SKOS guidelines. The SKOS guidelines are drawn up by a specialist commission made up of practitioners. All adjustments to the guidelines are approved by the board of SKOS and the Swiss Conference of Cantonal Social Directors (SODK).

In addition to developing the SKOS guidelines, SKOS develops working tools for practical use and is the point of contact for its members with questions about social assistance and professional and social integration. SKOS itself does research and basic work on socio-political issues.

In addition, SKOS is an actor in Swiss social policy. It gives its opinion on consultations and lobbies.
