Group of States against Corruption (GRECO)
GRECO ( French Groupe d'États contre la Corruption , English Group of States against Corruption ) is a group of states of the Council of Europe . It was founded in 1999 by 17 members of the Council of Europe to fight corruption across Europe.
The organization has 50 members (as of January 30, 2020), including 48 European countries and the United States (USA). The European Union (EU) is examining membership.
The ratification of the Criminal Law Convention on Corruption of the Council of Europe is not a condition for membership in GRECO.
Working method
At its first meeting from October 4th to 6th, 1999, GRECO issued Rules of Procedure , which have been continuously updated since then.
The main instrument for reviewing the fight against corruption is the country examination. This is done on the basis of questionnaires and on-site inspections. The draft report will be adjusted and finalized together with the audited Member State. The report will then be discussed and adopted in the GRECO plenary. The report and any recommendations are strictly confidential. They are published with the consent of the audited Member State.
