The State Construction Management of Lower Saxony (SBN) plans and implements the construction measures of the state and the federal government in Lower Saxony. The SBN consists of three levels: the Lower Saxony Ministry of Finance , the Lower Saxony State Office for Construction and Real Estate and the eight regional state building authorities.

In the area of ​​hospital construction, the SBN advises applicants on constructional planning and checks the construction documents.

With 1,400 employees and a construction volume of around 500 million euros annually, the SBN looks after around 21,000 structures in Lower Saxony. The spectrum of construction projects ranges from administration and laboratory buildings, museums, theaters, correctional facilities and buildings of the Bundeswehr to engineering structures such as runways on military airfields.

The SBN consists of three levels: The Lower Saxony Ministry of Finance performs ministerial tasks as the highest official and technical supervision of the state. When it comes to the implementation of federal construction projects, the technical supervision lies with the responsible federal ministries. The Lower Saxony State Office for Building and Real Estate (NLBL) acts as the supervisory authority in the middle instance. It monitors and controls the activities of the eight regional state building authorities. The real estate management of the state is also part of the NLBL. The eight regional state building authorities run the operative business and implement the construction projects for the federal and state levels. The eight building authorities are spread across Lower Saxony. Its headquarters are in Bad Iburg, Braunschweig, Clausthal-Zellerfeld, Cuxhaven, Hanover, Munster, Nienburg and Wilhelmshaven.
