The State Secretariat for Education, Research and Innovation SERI in the Federal Department of Economic Affairs, Education and Research is the federal authority for nationally and internationally oriented questions of education, research and innovation policy.
SERI is headed by State Secretary Martina Hirayama . SERI is based in Bern, has around 280 employees and an annual budget of around 4.5 billion Swiss francs.
tasks
Numerous actors are involved in the federally structured Swiss education, research and innovation system (ERI). Both public and private bodies are involved in the provision of services, in their financing, as well as in legislation and control.
As the federal authority for the ERI area, the State Secretariat for Education, Research and Innovation has the following tasks:
- It develops a strategic overview for the education, research and innovation area of Switzerland and prepares the performance and resource planning of the federal government.
- It is committed to international networking and the integration of Switzerland into the European and global education, research and innovation area.
- It advocates a broad and diverse range of educational opportunities and ensures that general and job-related educational paths are equal and permeable.
- It secures and strengthens the quality and attractiveness of vocational training in line with the changing needs of the labor market.
- It is committed to efficient teaching and research of high quality at universities.
- It promotes research and innovation and coordinates the tasks and measures of the responsible federal funding bodies.
- It promotes and coordinates Swiss activities in the exploration and use of space.
SERI fulfills its tasks with the involvement of the cantons , the organizations of the world of work as well as the institutions and bodies of the universities and the promotion of research and innovation. It is the point of contact for national and international authorities and institutions in its area of responsibility and represents the Confederation in national bodies and Switzerland in international bodies. It is the national contact point for the recognition of foreign professional qualifications and ensures coordination between the responsible bodies. And it is responsible for the recognition of cantonal maturities and for the comparability of professional qualifications as well as for the recognition of foreign diplomas and IDs in the field of vocational training and universities of applied sciences.
The resources
The funds administered by SERI to promote education, research and innovation amount to around CHF 4.5 billion a year.
history
SERI was created by merging the State Secretariat for Education and Research (SER, formerly part of the Federal Department of Home Affairs ) and the Federal Office for Professional Education and Technology (OPET, formerly part of the Federal Department of Economic Affairs ) on December 20, 2012. This covers the entire field of education , Research and innovation in the broader department of economics, education and research (EAER).
