The Foundation for Former Political Prisoners , a federal foundation under public law with its seat in Bonn ( Rüngsdorf district ), has the purpose of providing the persons named in Section 1 (1) of the Prisoner Assistance Act (HHG) with support services in accordance with To promote § 18 HHG and counseling and to grant support services in accordance with § 18 of the Criminal Rehabilitation Act (StrRehaG) to those entitled under this Act.

The foundation bodies are the foundation board and the foundation council . It is subject to the legal supervision of the Federal Ministry of the Interior .

The beneficiaries include German nationals and German nationalities if they

  1. not after the occupation of their place of residence or after May 8, 1945 in the Soviet occupation zone or in the Soviet-occupied sector of Berlin or in the areas named in Section 1 (2) No. 3 of the Federal Expellees Act from political and according to the free-democratic view of them have been taken into custody for reasons for which they are responsible or
  2. Are relatives of the persons named in number 1 or
  3. Survivors of the persons named in number 1

and have taken their habitual residence within the scope of the law.

Since this group of people is now mostly over 80 years old, the Bundestag has decided to end the support payments that were previously possible annually according to Section 18 HHG - an application was last possible until June 30, 2016 - and to replace it with a one-off payment.

The benefits that are also possible annually in accordance with Section 18 StrRehaG will continue to be paid out by the foundation.
