The Basic Electricity Supply Ordinance (StromGVV) is a German ordinance that regulates the conditions under which household customers are to be supplied with electricity by the electricity supply companies as part of the basic supply according to Section 36 of the Energy Industry Act (EnWG) .

The ordinance regulates the right of citizens to be supplied with electricity after the electricity market was reformed by the Energy Industry Act in 2005.

The regulation defines the terms customer and end consumer as well as the basic supply and determines the basic supplier and regulates his obligations and rights, etc. a. in drafting contracts, supply and billing.

According to § 20 StromGVV, a basic supplier may not charge the customer any fees as a result of the termination of the basic supply contract, in particular when changing electricity provider .
