Turkish-Armenian Reconciliation Commission

The Turkish-Armenian Reconciliation Commission ( TARC ) was founded in 2001 in Geneva . The aim of the commission was to promote dialogue and understanding between the countries of Armenia and Turkey .

In 2002 the “ International Center for Transitional Justice ” (ICTJ) was commissioned by the TARC to review the applicability of the 1948 UN Genocide Convention to the genocide of the Armenians .

In February 2003 the ICTJ published its investigation report and stated that those responsible for these events were aware of the consequence that their actions would mean the total or partial annihilation of the Armenians of Eastern Anatolia and therefore presuppose genocidal intent. The ICTJ believes that the events of 1915 fulfill all of the criminal offenses of the Convention on the Prevention and Punishment of Genocide .

On April 14, 2004, the TARC was dissolved.
