The TV-H - collective agreement for the public service of the state of Hesse is a collective agreement valid exclusively in the state of Hesse, the content of which largely corresponds to the collective agreement for the public service of the states (TV-L). It replaced the Federal Employees ' Collective Bargaining Agreement (BAT), which was still in force in Hesse, and the general collective bargaining agreement for workers of the federal and state governments (MTArb) on January 1, 2010.

A major deviation from the TV-L can be found in §23a, which regulates a child allowance, which was already included in the collective agreements BAT , MTArb and BMT-G that were previously applicable to the public service , but which are not included in the successor agreements TVöD and TV-L have found. The TV-H is an exception to the collective agreements currently in force in the public sector in Germany.
