Technical clerkship

In the technical traineeship , graduates of a technical course at a university and, more recently, university graduates from universities of applied sciences with a qualified master’s degree in technical subjects receive training lasting between 18 and 24 months. In many areas, the qualification is the entry requirement for the higher technical administrative service in civil service careers.

The technical clerkship is the preparatory service for the higher technical administration service.

Training requirements

As a rule, a technical university degree is required. The civil service relationship ends with the final pass or failure of the Grand State Examination.

Training goals

As a rule, a technical university degree is required. B. as a graduate engineer or master. This qualification is followed by the preparatory service as an officer on revocation. The legal qualification for higher technical administrative service is acquired through the legal clerkship. The public service is usually needs-based, i.e. H. only set in the required number. In addition, the technical clerkship - in addition to the improved career opportunities - offers a very good opportunity to familiarize yourself with the fields of action of the respective subject area in a practical manner and to significantly expand the specialist knowledge acquired during the course. In the technical clerkship, comprehensive knowledge in the areas of administration, law, planning, operation and leadership is imparted.

With the exception of the federal states of Bavaria and Baden-Württemberg , the final exams are held centrally by the senior examination office for technical clerkship in Bonn. After successfully passing the Great State Examination, the graduates are entitled to use the professional title Assessor (e.g. building assessor or assessor of state maintenance). Graduates from the states of Baden-Württemberg and Bavaria are also awarded the title of government master builder.

The informational activity imparts knowledge about the structure and tasks of the administration, the interaction between the departments and the relationship between political bodies and administration. In addition to the specific specialist knowledge, knowledge of the relevant legal bases as well as finance and human resources should be developed and insights into management tasks should be gained. During the practical work , a largely independent work in sovereign and fiscal tasks of the technical administration is provided.

In addition, there are regular weekly working groups for trainee lawyers. In the working groups, extensive specialist knowledge is conveyed in the form of lectures, presentations and field trips. Various specialist courses in the course of the legal traineeship (including a focus on administrative principles, specialist law, management tasks and economic efficiency) serve to deepen individual subject areas.

In 1946, the Federal Association of Technical Traineeships (BTR, formerly BvdtR) was founded as an interest group. Members are the working groups of the individual subject areas at the level of the training authorities. A working group is the totality of trainee lawyers in a subject at one or more training authorities. It coordinates its internal and external activities itself. The organs of the Federal Association are the Federal Assembly, which meets twice a year, and the Executive Board.
