The senior examination office for the technical clerkship ( OPA ) is a special department at the Federal Ministry of Transport and Digital Infrastructure (BMVI) based in Bonn . It is responsible for supervising the training and examinations for the technical clerkship .

history

The OPA has its roots in the 18th century. In Prussia , the Royal Prussian Ober-Bau-Department was founded in 1770 to improve the quality of junior construction workers . In 1886 it became the Prussian Technical Higher Examination Office responsible for taking the second main examination for civil service. From 1936 to 1945 the Reich Examination Office existed under the supervision of the Reich Ministry of Transport .

On October 8, 1946, the federal states and central administrations of what was then the British zone of occupation concluded an agreement on the re-establishment of a supervisory office for the higher technical administrators . The aim was to train qualified junior staff in the higher technical service for the federal, state and local governments . In 1948, with the participation of other countries and administrations, the agreement on the establishment of a joint supervisory office for German countries and administrations for the higher technical administrative officials was concluded. However, the OPA has not yet been used equally by all countries; For example, no town planning trainees were trained in the states of Bremen and Saarland in the 1970s.

In 1950, the OPA was subordinated to the Federal Ministry of Transport as a higher federal authority with headquarters in Frankfurt am Main under service and budgetary law. On February 1, 2008, the OPA was integrated into the Federal Ministry of Transport and Urban Development as a special unit and its headquarters were relocated to Bonn.

The technical clerkship offers a complementary qualification for university graduates of technical and natural science courses and prepares the clerks for the assumption of leading positions in public administration and the private sector.

The task of the upper examination office is the development of training and examination regulations as well as the acceptance of the large state examination for all member administrations for the higher technical service in the fields of architecture , railroad engineering , geodesy and geoinformation , state maintenance , aviation technology , mechanical and electrical engineering of the waterways , machine and Electrical engineering in administration , urban construction , urban planning , road construction , environmental technology , water engineering and defense technology . Some of these disciplines only emerged as a result of the needs of the competent authorities; this includes land maintenance since 1971 and environmental technology since 2001.
