The Federal Highways Office ( FBA ) is an independent supervisory and licensing authority for the federal motorways and other federal highways within the scope of the Federal Ministry of Transport and Digital Infrastructure (BMVI). It was established on October 1, 2018 as a higher federal authority within the remit of the BMVI.

Doris Drescher has been President of the Federal Highway Research Office since March 1, 2020.

In connection with the reorganization of the federal-state financial relations, a reorganization of the federal trunk road administration was decided in 2017. The law for the establishment of a Federal Trunk Road Authority ( FStrBAG ) came into force on August 18, 2017. The Federal Ministry of Transport and Digital Infrastructure has issued an organizational decree for the establishment of the Federal Highway Authority.

In 2021, the federal motorways will be transferred from the order administration of the states to their own federal administration . The federal government alone will then plan, build, operate, maintain and manage the federal motorways. To do this, he uses Autobahn GmbH , a federal infrastructure company in the legal form of a limited liability company (GmbH).

The sovereign tasks that are neither incumbent on the BMVI nor assigned to the Autobahn GmbH by way of loan are carried out by the FBA. The FBA is scheduled to start operating on January 1, 2021. Until then, an expansion team will develop the headquarters and the other locations.

The Federal Highway Authority is divided into four departments:

  • Hearing and plan approval authority
  • Road law / supervision
  • Construction and traffic engineering
  • Central Department

Locations

The authority's headquarters are in Leipzig. In addition, the FBA is to have up to four additional locations. Three of them have already been determined: Hanover , Bonn and Giessen . 250 jobs are to be created at the headquarters of the FBA; around 150 are added at the other locations.
