The full title of the A5-sized documentation is: “From the first quarter of Hitler's rule. Terror in Braunschweig. Report issued by the Commission to Investigate the Situation of Political Prisoners ” . Already shortly after the so-called " seizure of power " by the National Socialists , Reinowski described in his report the reprisals of the new rulers against politically dissenters based on his own experiences and statements from eyewitnesses .

Reinowski, who had been District Secretary in the Braunschweig SPD until 1933 , began his description of the political conditions in the Free State and City of Braunschweig in 1930 and then described the increasing repressive approach of the NSDAP Minister of the Interior and from May 6, 1933 Prime Minister of the State of Dietrich Klagges and the NSDAP finance and justice minister Friedrich Alpers as well as the SA and SS against opponents such as the incumbent SPD mayor Ernst Böhme and the former SPD prime minister Heinrich Jasper of Braunschweig . He also reported on the storming and occupation of the " Volksfreund-Haus " by SS on March 9, 1933, the so-called " Stahlhelm Putsch " on March 27, 1933 and the murder of the SPD politician Matthias Theisen on April 10, 1933 the SS.

Reinowski's report also contains initial information and references to the Rieseberg murders of eleven KPD members by the SS on July 4, 1933, shortly before the brochure went to press , and made the crime known internationally. The brochure is thus one of the earliest documentations of National Socialist terror after the NSDAP came to power.

Nothing is known about reactions to Reinowski's documentation.
