Terror camp
A terror camp or terror camp is a political catchphrase for a training camp for terrorists . The catchphrase became part of the current political debate after the arrest of three suspected terrorists of the Islamic Jihad Union in Germany on September 4, 2007, because the three arrested are said to have attended a so-called terror camp in Pakistan .

So far, the term terror camp has not been defined more precisely. On closer inspection, however, one can say that terror camps are military training camps for terrorists.
The Federal Ministry of Justice puts on 18 September 2007 for the bill § 89a of the Criminal Code "preparing an act of violence" in the current example of training in a terrorist training camp, the attitude of the trainees and trainers in the definitional foreground. The Federal Ministry of Justice defines the spirit and objectives for the draft law § 89a StGB ,
" To impair the existence or the security of a state or to eliminate, invalidate or undermine the constitutional principles of the Federal Republic of Germany ."
Adaptation of German criminal law
At the special meeting of federal and state interior ministers on September 7, 2007, the majority agreed that staying in terror camps should be made a criminal offense. The criminal law should be adapted accordingly.
Federal Justice Minister Brigitte Zypries presented two bills in this regard on September 18, 2007.
Section 89a preparation of an act of violence
A mere stay in a terror camp should remain unpunished.
Section 91 Instructions for an act of violence
The new Section 91 of the Criminal Code primarily covers the dissemination or promotion of terrorist “instructions” and is punishable by up to three years in prison.
Accompanying regulations
- In procedural law , the prosecution authorities are to receive the necessary instruments for the two new offenses in the Criminal Code. For this reason, those criminal procedural regulations (e.g. search , seizure , surveillance of living space, telephone surveillance ) that already apply in connection with terrorist-motivated acts under current law will apply in future , including investigations based on Section 89a of the Criminal Code. In addition, the will by changing the Judicature Act for the Federal Prosecutor opens up the possibility of the case to take over the prosecution of a particular importance in offenses under § 89a of the Criminal Code.
- A foreigner who has facts that justify the assumption that he fulfills the above-mentioned facts should be able to be expelled or prevented from re-entering Germany.
