The Technical Cooperation Program (TTCP) is a technological cooperation agreement for defense between the following countries: Australia , Canada , New Zealand , the United Kingdom and the United States .

There is a secretariat in Washington, DC The management of the TTCP is made up of the so-called principals (see below).

history

On October 25, 1957, the American President and the British Prime Minister issued a Declaration of Common Purpose on cooperation between their countries . Immediately thereafter, the Canadian government declared its willingness to participate. This gave rise to an organization called the Tripartite Technical Cooperation Program .

The Combined Policy Committee (CPC), which was composed of the foreign and defense ministers of the 3 participating countries, was subsequently established . Two subcommittees were formed: one for cooperation in the nuclear field and another for cooperation in non-nuclear research and development. The second committee eventually became known as the Subcommittee on Non-Atomic Military Research and Development (NAMRAD). Australia joined NAMRAD in 1965 and New Zealand followed in 1969.

After Australia and New Zealand joined, the Tripartite Technical Cooperation Program was renamed The Technical Cooperation Program .

Research areas

Currently (as of September 2016) the main activities of TTCP are divided into the following 10 research areas ( groups ):

  • AER : Aerospace Systems Group
  • C3I : Command, Control, Communications and Information Systems Group
  • EWS : Electronic Warfare Systems Group
  • HUM : Human Resources and Performance Group
  • ISTAR : Intelligence, Surveillance, Target Acquisition and Reconnaissance
  • JSA : Joint Systems and Analysis Group
  • LND : Land Systems Group
  • MAR : Maritime Systems Group
  • MAT : Materials and Processing Technology Group
  • WPN : Conventional Weapons Technology Group

Participating States

The participation of Australia takes place u. a. via the Defense Science and Technology Group (DST). The Principal of Australia is the Department of Defense's Chief Defense Scientist .

The participation of Canada may take place. a. via Defense Research and Development Canada (DRDC). The Principal of Canada is the Department of Defense's Assistant Deputy Minister for Science and Technology .

The participation of New Zealand takes place u. a. via the Defense Technology Agency (DTA). The Principal of New Zealand is the Director of the DTA.

The United Kingdom may participate. a. via the Defense Science and Technology Laboratory (Dstl). The UK Principal is the Department of Defense's Director, Science and Technology .

The United States is involved through various agencies, e. B. the DARPA . The United States principal is the Deputy Assistant Secretary of Defense for Research within the Department of Defense.

Others

The 5 states also work together exclusively with regard to defense through the following agreements (or organizations): ABCA Armies , Air and Space Interoperability Council , AUSCANNZUKUS and Combined Communications Electronics Board .

The cooperation between the secret services of the 5 states as defined in the UKUSA agreement is also known as the Five Eyes .

The following agreements (or organizations), on the other hand, are still open to other states: Multi-National Interoperability Council and Multilateral Interoperability Program .
