The Tiroler Sozialedienste GmbH ( TSD ) are responsible for ensuring basic services for all asylum seekers staying in Tyrol . The company is a wholly-owned subsidiary of the State of Tyrol.

history

In 2014, the refugee coordination was spun off from the state of Tyrol and reorganized as a charitable GmbH (founded on December 22, 2014).

During the refugee crisis in Europe , the organization was able to carry out its work economically quite successfully. At that time the company had up to 350 employees.

structure

The Tyrolean Social Services GmbH is subordinate to the Tyrolean provincial government , the sovereign tasks (refugee coordination) are carried out by the government's social affairs department. Johann Aigner has been managing director of TSD since July 2019. He succeeds Harald Bachmeier, who had to vacate his chair in 2018.

Areas of responsibility

According to the agreement between the federal government and the states on joint measures for temporary basic care for refugees in Austria , the basic supply is the task of the states, the main goals of the basic supply agreement are, in addition to ensuring a nationwide uniform and partnership-based supply, also to achieve an even capacity utilization of the regional authorities as well Legal security for the affected people in need. The communities provide accommodation for refugees. The Tyrolean Social Services is responsible for the care of the state.

The tasks of the TSD include ensuring the daily basic care of people (accommodation, food, health care, basic care and the like) in the asylum procedure to pioneering integration work .

The TSD is responsible for the organization and management of refugee homes . There is a special focus on unaccompanied minor refugees who are accommodated in a more centralized manner in full- care structures or in assisted living facilities. Furthermore, the Tyrolean social services offer a support service for the care staff and the refugees (Case & Care Management). It is used when a resident demonstrates an increased need for care or there is a crisis situation and the on-site carers can no longer bear this due to resource reasons.

The TSD also coordinates and supports various integration projects and measures in Tyrol. The TSD integration team creates integration offers in the areas of work, education, German (language and professional qualifications) and leisure time in cooperation with the support staff, volunteers and system partners.

criticism

In September 2019 it became known that from January to July 2019 alone, 609 "incidents" were recorded in the 80 Tyrolean basic care facilities, most of which were kept secret. Among them are 235 incidents in which blue light organizations (such as the police, ambulance and fire brigade) were used, as well as 186 incidents involving physical confrontations, attacks on security personnel etc. 110 people were banned from the house. In general, there are problem areas in the area around the accommodation, with particular mentioning of aggression and the willingness to use violence in the homes.

The salary development of the TSD managing director, who was described as overwhelmed, also caused criticism. In just four years, his annual salary was increased by a whopping 40,000 euros gross to 148,000 euros gross, and his contract was prematurely extended in 2017. Both the social state councilor Gabriele Fischer and her predecessor Christine Baur (both Greens ) are accused of having insufficiently controlled the state subsidiary TSD.

In addition, there was criticism of the expensive external consultancy services, which amounted to 4.3 million euros in 2016 alone, as well as the caretaker activities with a volume of 1.5 million euros, which were placed directly without tenders.

After the fierce criticism and political discussions, a committee of inquiry into the grievances in the Tyrolean social services was set up, which will start on October 2, 2019 with the first hearing.
