Travaux preparatoires
The Travaux préparatoires ( French ; German: "preparatory work"; plural ) are the official record of the negotiation history of a contract in international law .
The travaux préparatoires serve to determine the intended goals and purpose of a contract. This results primarily from Article 31 of the Vienna Convention on the Law of Treaties .
The Travaux préparatoires are published frequently - sometimes on a website specially created for the treaty (such as the Rome Statute of the International Criminal Court or the United Nations website ).
