Tulcán is the capital and largest city of the Ecuadorian province of Carchi , the city has an estimated 82,000 inhabitants (47,359 according to the last census in 2001). The location of 2960 m altitude in the Andes gives Tulcán an unusual coolness for Ecuador all year round.

The city gains its importance primarily through its close proximity to the Colombian border, where the Colombian city of Ipiales is opposite. Tulcán is on the Panamericana , which crosses the border here. The town's greatest attraction is the Tulcán cemetery with its artfully trimmed bushes and hedges, a work that was started in 1936 by José Franco from the nearby village of El Ángel and was continued by a son.
