Reverse generation contract

The Reverse Generational Contract is a model developed in 1995 by the Student Society Witten / Herdecke at the University of Witten / Herdecke for the collection of tuition fees , which at the same time enables access to studies without social access restrictions. In the meantime, the idea has been taken up and implemented by other private universities such as the Bucerius Law School , the praxisHochschule in Cologne and Rheine, the EBS University for Economics and Law or the WHU - Otto Beisheim School of Management . In addition, the UGV is now offered by various social or commercial companies for a number of private universities, such as Brain Capital GmbH, CareerConcept AG, Chances eG or Deutsche Bildung AG.

The model

Not every student can afford to pay tuition fees. For this reason, a model was developed that gives students the opportunity to make a financial contribution to their studies only after they have finished their studies. The aim of this model is to avoid social access restrictions and to ensure that nobody cannot start studying because of tuition fees.

The intergenerational contract is the other way around, because after completing their studies the graduates then in principle assume the tuition fees for the current students. One generation enables the next to study.

The financial contribution that a student makes later is a certain percentage of his later income.

The income-dependent late payment ensures that there is no fixed amount of debt waiting for the student after graduation, but that the repayment amount depends on the later income to be determined on an annual basis. So if a graduate earns a lot, they also have to pay back a lot (up to a certain maximum amount).

Other meanings

In general, a “reverse generation contract” is sometimes used in the political discussion when investments are (should) be made in the younger generation. The University Rectors' Conference 2002 speaks of investment in education as a "reverse generation contract".
