Football came to Koenigsberg relatively late and struggled to establish itself. Apart from the active footballers, there was very little interest among the population. In terms of play, Königsberg, as well as the entire northeast, lagged far behind the development of most other associations. The very thin settlement of the surrounding area also contributed to this, which means that there was no potential in the area to allow football clubs to emerge.
The VKBV was founded on September 3, 1904 . The board was composed as follows: 1st chairman H. Weinberg (FC 1900), 2nd chairman K. Paehlke (FC Prussia), secretary A. Hirsch (SC East Prussia), cashier W. Bartschat (Samland sports club), assessor P Reicke (FC 1900).

The Koenigsberger Ballspiel-Vereine association held its first championship in two divisions in the 1904/05 season, when the four o. G. Clubs involved with their reserves. The champions were FC 1900 Königsberg, which was renamed VfB 1900 Königsberg in 1907 .
In the spring or summer of 1908 the association of Königsberger Ballspiel-Vereine was dissolved, due to the merging of the Baltic Lawn Sports Association (BRV) founded at the beginning of the year . The reporting in contemporary sports newspapers from the northeast of the former German Reich was very poor. In the 1907/08 season, however, the BRV already carried out its first regional championship final.
The first half of the season was already played before the association joined the newly founded Baltic Lawn Sports Association . The second round was therefore no longer played, instead there was a knockout round to determine the participant in the Baltic football final (see: Baltic Football Championship 1907/08 ).
