In July 1931, the Abyssinian Emperor Haile Selassie approved a constitution that established his own status and restricted the emperor's question of succession to his line. The constitution stated that the emperor's person is sacred, his dignity inviolable and his power undeniable .
This constitution was based on the Meiji Constitution of the Empire Japan , a country which the educated middle of Abyssinia was regarded as a model country, since Japan has successfully managed, has Western education methods to take over and their technologies.
All power over the central and local government system, the legislature and the judiciary as well as the authority over the military were given to the emperor. The constitution was fundamentally and essentially an endeavor to provide a legal basis for the replacement of the traditional rulers in the province with agents loyal to the emperor.
