A representative body is understood to be the representation of the citizens as the main body of a local authority . There are different names for this in Germany:

What is always meant is the body at the local level in which the citizens elected in local elections gather. In counties and cities, the representative body is the highest body; it decides on all matters that are not part of the day-to-day administration and, for example, issues statutes .
