The Winkerkelle (also: stop trowel, stopping rod Polizeianhaltezentrum rod Haltekelle, signal bar, commonly known Polizeikelle ) is a Verkehrsleitgerät, which among others, the police , the customs , the THW , the military police and the fire department and partly by crossing guards in the road is used.

In addition, leadership hand signals can be transmitted with them.

It is a disc with a stick as a handle, which is usually provided with a red circle on one side and a green circle on the other. In the middle of each circle there is a lamp in the corresponding color or a neutral lamp with a colored lamp cover, which can be operated via a switch on the handle. For better visibility at night, the circles are usually retroreflective. The signal trowels sometimes also have clear instructions such as HALT or STOP and the name of the organization, such as police, customs or fire brigade.

But there are also simpler ones , each with a red and green cat's eye attached to a wooden stick.

Legal situation when used in Germany

An administrative offense within the meaning of § 24 of the Road Traffic Act is u. a. who, intentionally or negligently, contrary to Section 36 (1) to (4) of the StVO, does not comply with a sign or an instruction or, contrary to (5) sentence 4, a stop order or an instruction from a police officer.
