XAusländer is an individual module within the XÖV specifications and, like these, the description of a standardized data exchange format based on XML . The data format enables the exchange of data between the immigration authorities in Germany and their communication partners relating to foreign nationals. The standards for implementation are regulated in the XÖV regulations and other standardization procedures. The specification has been developed since 2011 on behalf of the federal and state interior ministries. Since the beginning of January 2016, the coordination office for IT standards (KoSIT) has been responsible for the joint operation as a specialist module within the standards of the internal administration XInneres . The authorities involved must apply to KoSIT for changes. As part of a testing and standardization process, innovations are implemented, are then binding for all authorities involved and must be implemented within the specified time.

The use of client software that supports the transmission of OSCI messages is required for data exchange . For German registration authorities these are, for example, the programs Governikus Communicator (Governikus KG), MESO (HSH GmbH) or PIK ( Dataport ). For the intended use of the module, further interfaces are required, for example the connection to the public key infrastructure (PKI) for encryption and signature in the sending of messages.

Legal bases

Article 91c of the Basic Law in conjunction with Section 99 ( 1) No. 15 of the Residence Act and Section 76a of the Residence Ordinance form the legal basis. The further development of the standard, taking into account new communication needs and interfaces, is currently focusing on refugee management. XAusländer consolidates the different data definitions between the authorities in a structured standardization.
