XJustiz is a data set developed for the implementation of electronic legal transactions, which contains basic specifications for the exchange of structured data between those involved in the process (citizens, companies, lawyers, IHKs) and the courts. XJustiz is intended to form the basis for the exchange of procedural data in all judicial proceedings. It consists of a number of XML schemas (ie fixed data fields in XML format ). A basic module with generally required data (e.g. name of court, file number ) is supplemented by specialist modules with subject-specific data (e.g. criminal proceedings, dunning proceedings, registers) and lists of values ​​(e.g. names of states).

XJustiz is part of the organizational-technical guidelines for electronic legal communication with the courts and public prosecutor 's offices ( OT-Leit-ERV ), which are set up by the working group “IT standards in justice” of the federal-state commission for data processing and rationalization in the judiciary (BLK) and released for real operation by BLK on May 13, 2005 .

The completely revised version XJustiz 2.0 was published on December 31, 2016. Version 2.0 is not backwards compatible with the old version 1.2. Version 2.5.1 is the currently valid XJustiz version. The release planning stipulates that XJustiz version 2.6 will be valid from April 30, 2020.

Pilot operation for commercial register

From May 2006, a pilot operation started in North Rhine-Westphalia, which allows electronic filing in the commercial register by notaries. Until January 1, 2007, the paper registration was still binding. For the transition, however, the notaries are already permitted to submit the attachments for a registration exclusively electronically.

Since January 1, 2007, all commercial registers in Germany should only accept electronic documents. However, there is an exception in Section 61 I EGHGB, which stipulates that paper-based applications and entries are still possible until the end of 2009. Enforcement reform has been in place since January 1, 2013. The enforcement portal has been set up since then. The bailiffs submit the property registers via their software. The xjustiz module is used for this submission of data. The data is transmitted as signed messages via the EGVP mailbox.

The programs used on the notary side are developed by NotarNet GmbH, a subsidiary of the Federal Chamber of Notaries . A special court and administrative mailbox ( EGVP client ), which implements the OSCI standard , is used to communicate with the courts . Support is provided by the coordination office for IT standards (KoSIT).

Communication with specialist software manufacturers

The software industry association for electronic legal traffic (SIV-ERV) represents the software manufacturers who integrate the XJustiz standard into their specialist systems and tries to ensure that integration is possible at all in the planning phase.
