Data Port is the information and communication - services of public administration for the four federal states of Hamburg , Schleswig-Holstein , Bremen and Saxony-Anhalt as well as for tax administrations in Mecklenburg-Vorpommern and Lower Saxony . The public law institution was founded on January 1st, 2004 on the basis of a state treaty and is based in Altenholz near Kiel with branches in Hamburg, Rostock , Bremen , Lüneburg , Magdeburg and Halle .

The Schleswig-Holstein municipalities joined through their IT-Verbund Schleswig-Holstein (ITVSH) on January 1, 2012 as a further data port provider in accordance with Section 1, Paragraph 1, Clause 4 of the State Treaty. Saxony-Anhalt joined the sponsoring association on January 1, 2013.

The Free and Hanseatic City of Hamburg holds 29.40%, the states Schleswig-Holstein, Lower Saxony and Saxony-Anhalt as well as the ITVSH each hold 14.71% of the shares in the share capital; the state of Mecklenburg-Western Pomerania and the Free Hanseatic City of Bremen each hold 5.88%.

The data port state treaty is concluded for an indefinite period. It is open to the accession of other countries as well as corporations , institutions and foundations under public law in the sponsoring countries.

The State of Hamburg had commissioned data port after a pilot phase in 2003, which estimated at 30 million euro project ESARI ( " e fficiency s teigerung the A ork by R of eOrganizations I nformation and communication structures") convert 31,500 official internal computer workstations to a single system. By 2005 this was achieved with less than ten percent of PC workplaces. The project ended at the end of 2007.

The states of Mecklenburg-Western Pomerania and Bremen joined in 2006, the state of Lower Saxony in 2010. In particular, better cooperation between tax administrations was sought.

From March 2010 a pilot project with the participation of three selected senatorial authorities of the Free Hanseatic City of Bremen was running, in which 6500 workplaces were initially to be equipped with a standardized administration PC. By August 2013, 1,000 jobs had been converted.

The Federal Ministry of the Interior , the Federal Office for Migration and Refugees and Dataport have been working on a joint IT solution for recording refugees since autumn 2015 .

Tasks and structure

Dataport offers services in the field of voice and data communication, applications for administrative tasks, data protection and security concepts, further education and training. It operates data centers and information infrastructure for its state and municipal customers. The customers include, for example, registry offices. A standard installation of the software and maintenance of the hardware at the workstations is offered for public administration. Updates for the operating system at the workstation are carried out centrally after a thorough check for compatibility with the software's standard shopping cart. Troubleshooting is usually done via remote maintenance ; a user help desk (UHD) is offered for this purpose as part of the maintenance contract. An online portal is available for general questions and specialist applications.

Most of the staff was recruited from the company's own operations and state offices, such as Information and Datentechnik Bremen (ID Bremen), in which Debis Systemhaus was also involved at times in the course of privatization . As a result, in addition to employees, the employees also include officials from the countries involved.

The TV Dataport in- house collective bargaining agreement has been in effect for employees since January 1, 2008 .

In the Dataport State Treaty, the establishment is obliged to comply with gender principles .

The institute employs a total of 3,500 people in Hamburg, Altenholz (near Kiel), Bremen, Rostock, Lüneburg, Halle and Magdeburg (as of 2019).

Balance sheet and annual results

The audit offices of the federal states monitor the management of Dataport. The institution under public law is not designed to maximize profits; The aim is a long-term balanced company result. In its annual reports, Dataport stated:

Awards and exams

In November 2007 Dataport was awarded the “ Fair Company ” seal of approval from the job and business magazine “ Karriere ”. The seal of approval was awarded to companies that spoke out against the exploitation of the so-called “internship generation” and acted accordingly. In 2014 the award was given again to Dataport.

In May 2008 Dataport received the " Total E-Quality " rating for the first time for a special commitment to equal opportunities for women and men in professional life. In 2011 and 2014 the company received the award for a further three years.

In September 2010 Dataport was named “Best Service Provider in Germany's Administration” . The prize under the patronage of the Federal Ministry of the Interior was awarded as part of the 10th “eGovernment” competition organized by Cisco Systems and BearingPoint .

In October 2010 Dataport received a data protection audit certificate from the Independent State Center for Data Protection Schleswig-Holstein (ULD) for the concept of the information security management system of the Data Center Taxes in Rostock.

In the spring of 2012 Dataport received a “quality mark for a fair trainee program”; an award presented for the first time in December 2011 for career-enhancing and fair trainee programs.

In May 2014 the new data center built on behalf of Dataport with locations in Hamburg and Norderstedt was certified by the Federal Office for Information Security . In July 2014, the data center operator akquinet AG received the Level 4 security certificate from TÜV Informationstechnik GmbH (TÜViT).

criticism

From 2007 onwards, Dataport came under various public criticism in Hamburg because of technical and security problems.

In 2010, according to a Dataport spokesman, a Dataport employee downgraded the installed Microsoft Office version in the Hamburg administration network. This downgrade meant that around 2,300 computers in the Hamburg administration failed.

In 2008, the data protection officer of the state of Bremen criticized the lack of information on the security architecture .

In 2008, the Hamburg data protection officer reported that in January 2006 Dataport had violated security regulations and the approval guidelines in a non-commissioned mass test for automated bank payments to BAföG recipients. There were unjustified payments of over three million euros.

When the Hamburg police handed over the IuK network to Dataport, the 2008 data protection report raised “considerable concerns as to whether the service provider's current data protection and data security standards are sufficient to guarantee the protection requirements for the police network”. In the opinion of the Hamburg data protection officer, these concerns could only be partially dispelled by the beginning of 2010.

The Court of Auditors of the Free and Hanseatic City of Hamburg criticized Dataport in 2006.

In 2008, the State Audit Office of Schleswig-Holstein criticized the fact that “a requirement-based internal accounting system and an up-to-date and transparent fee calculation and pricing based on it” was missing at Dataport.

The Hamburg Court of Auditors criticized in 2010: "The measures agreed in the usage and leasing contract for the Hamburg telecommunications network between Dataport and the tax authorities have been inadequately or not implemented at all." of twelve million euros added.

At the end of August 2018 it became known that an employee had “obtained access to a computer on which sensitive data was stored under a pretext and downloaded digitized files onto a USB stick without authorization”. However, the USB stick never left the Dataport premises, which is why no damage occurred.

In March 2019, a system administrator had sent an email asking him to update a calendar, not to his colleague, but to all the email addresses of the Hamburg administration. Since many of the recipients could not do much with the content of the message, they replied to the e-mail, which was sent to all 65,000 recipients with each reply. However, there was no total failure of the authorities.

During a routine load test at the end of May 2019, the data center used by the tax offices of the northern federal states was shut down. As a result, 141 tax offices with a total of 28,500 employees were affected by IT system failures.

At the beginning of September 2019, a "configuration error" led to a failure of the mail system and other systems in the Hamburg administration.
