The Hamburg Police is the state police of the Free and Hanseatic City of Hamburg . It is subordinate to the Ministry of the Interior and Sport (Interior Authority ) in the Hamburg Senate . The superior of the police in Hamburg is the President of the Interior Authority, a synonymous term for the Interior Senator .
history
founding
Until the time of French rule in Hamburg (1806–1814), police tasks were distributed among various institutions. The most important of them were the Bürgerwache and the Wedde . The Wedde was responsible for customs and order, civil status and foreign affairs, the monitoring of weights and measures, the market, health care and many other areas. The praetors were responsible for the lower jurisdiction and security. The Hamburg Admiralty ensured order and security in the port . After Hamburg was annexed to the French Empire, all police tasks were grouped under a general police commissioner by decree.
After the French were driven out, their reforms were immediately reversed by the Senate. However, it quickly became apparent that a well-organized police force was important to maintain order in the turmoil of the post-war period. On May 26, 1814, the police authority was founded by a corresponding Senate resolution . The town house on Neuer Wall was designated as the seat of this authority . A little later the first officials were hired.
The newly created authority, however, was a temporary measure for many years, as the new organization of the police was discussed for a long time. The deliberations only came to a temporary end with the council and citizens' resolution of February 15, 1821: The police authority established in 1814 was initially to continue to exist for a period of 6 years. Two members of the Senate were entrusted with the supervision of the police authority: the first police chief and his deputy, the second police chief.
In 1826, the so-called Competence Act gave the police authority the power to punish minor offenses such as theft, fraud, bodily harm, and resistance to state authority in less serious cases. The sentence was limited to a fine of 15 Reichstaler or 2 months in prison.
post war period
After the end of the Second World War, the military government of the British Zone of Occupation was initially responsible for the police in Hamburg. The presidium was located in the DAG building at today's Johannes-Brahms-Platz until the new building at Berliner Tor was moved into in 1962 .
The island of Neuwerk is the exclave of the state of Hamburg and can only be reached on the way through Lower Saxony, or down the Elbe, on the border between Schleswig-Holstein and Lower Saxony. With the establishment of the state police, the powers of the Hamburg police on the Lower Saxon / Schleswig-Holstein "border river" Elbe between the border with the GDR and the North Sea were contractually regulated very quickly because of the primarily Hamburg target of the Elbe users and the Neuwerk exclave .

The mission is to ensure public safety and order . As a law enforcement authority , it takes action against unlawful and criminal acts, identifies offenders and analyzes patterns of crime. Another task is to avert danger in the area of internal security , that is to say, the prevention or suppression of illegal acts of any kind. In the context of traffic monitoring, it regulates traffic flows and plays a key role in emergency assistance ( emergency calls ). Legal bases
For the area of hazard prevention, the police's powers to intervene are based on the Police Act of the State of Hamburg, the Hamburg Law for the Protection of Public Safety and Order (SOG) and the Law on Police Data Processing (PolDVG).
The authorization to intervene in criminal prosecution results from the Code of Criminal Procedure (StPO).

In 2013/14, the internal organization was restructured, some of which has not yet been completed. A major change is the organizational separation of the criminal police from the police commissioners, i. H. the local criminal police departments were assigned to the state criminal investigation office.

Bureau
The police headquarters in Hamburg was from 1962 in Berlin skyscraper Gate accommodated. Since January 2000 it has been in the new building at Bruno-Georges-Platz 1 in Winterhude . It is located directly at the Alsterdorf underground station, close to City Nord and the Hamburg city park .
Bruno Georges was Hamburg's first police chief appointed after the end of the Second World War. He and other police presidents are included in the list of Hamburg police presidents . The building, a round structure with ten blocks attached in a star shape, was designed by BRT architects (Jens Bothe, Kai Richter and Hadi Teherani ). The topping-out ceremony took place in 1998. The construction costs amounted to around 280 million euros.
Protection Police (SP)
The SP was launched in the spring of 2018 and bundled the previously existing areas of "Deployment Directorate (DE)" and "Police Commissioner and Traffic Directorate (DPV)". The so-called

A sub-unit of the traffic relay is the bicycle relay.
Organizationally, the bicycle relay is affiliated with the traffic department downtown / west. The main task of the bicycle relay is to reduce bicycle accidents through targeted measures. In addition to the daily patrol duty of the ten employees in the entire Hamburg city area, major inspections of cyclists take place once a month. Public relations are part of the extended prevention work of the bicycle relay. State riot police
The riot police are housed in the former Hindenburg barracks on Hindenburgstrasse in Winterhude .
Bet hundreds
The state riot police consists of the (administrative) staff and the deployments of 1, 2, 3 and 4 as well as the 5th (technical) hundred. The deployment hun- dreds are each divided into four platoons and the supply service / management group. The 5th Hundred consists of 2 evidence preservation and arrest units (BFE) and 2 technical operations units (TEE) (SEZ: water cannons / special vehicles).
In addition, there is the Hamburg Alarm Department (AAH) in Hamburg, which consists of merged units from all police stations. The AAH is divided into 4 hundreds.
Helicopter squadron
The helicopter squadron is organizationally affiliated with the riot police.
Since November 2004 the helicopter squadron has had two Eurocopter 135 helicopters , which are registered under the registrations D-HONE and D-HTWO. They carry the ICAO code "LIB" and are called under the callsign "Libelle".
The helicopter is able to reach any point within Hamburg in 7 minutes. The flight time to the mouth of the Elbe near Cuxhaven (approx. 90 km) is approx. 25 minutes.

- Monitoring in the field of environmental protection
- Education of all kinds, also in disaster control and for the fire brigade
- Photo flights for the State Criminal Police Office and other offices

- Special operations with the mobile task force
The thermal imaging camera, which was first introduced to the Hamburg police force, will make many of these tasks even more effective in the future and can also be carried out increasingly at night.
Equestrian relay
35 years after the rider squadron of the police in Hamburg was abolished in 1975, the Senate reintroduced it in September 2010.
At the end of 2011, the cavalry unit was incorporated into the state riot police. After a controversial discussion u. a. Triggered by an audit by the State Audit Office, an expert opinion in 2012 confirmed the police and economic benefits of the Reiterstaffel and thus ensured its continued existence.

Water police
The field of activity of the water police (WSP) includes general and shipping police tasks as well as those in road traffic and in various specialist areas, such as port security, shipping on the Lower Elbe and Middle Elbe, the environment , dangerous goods and border control .
The WSP has three water police commissioners' offices in Hamburg (WSPK 1 Hamburg-Waltershof , WSPK 2 Steinwerder , WSPK 3 Harburg ) and a water police station (WSPR 4) in Cuxhaven , as well as 2 branches (ASt) of WSPK 2 ( Landungsbrücken and Alster ).
It is responsible for the navigable water areas in Hamburg, on all land areas in the port, on parts of the coastal sea and on the Elbe from its mouth at Cuxhaven upstream to the Geesthacht lock.
Police orchestra
The police orchestra is organizationally involved in the press and public relations work .
The police music corps in the traditional sense has become a modern orchestra over the decades. Furthermore, great emphasis is placed on traditional, folk repertoire such as marches or waltzes.

Joint airport guard with the federal police
On December 8, 2008, the nationwide first joint airport guard was officially inaugurated at Hamburg Airport by the President of the Hanover Federal Police Directorate, Thomas Osterroth, Interior Senator Christoph Ahlhaus, and Police Vice President Reinhard Fallak. The new guard is located on the departures level at the transition from Terminal 2 to the identity check of the Federal Police. The police station is manned daily from 4:30 a.m. to 12:00 a.m. by officers from the Hamburg police and the federal police .
A so-called security guard has also been set up at Hamburg Central Station, in which both the Federal Police and Hamburg police officers work.
Police museum
The former teaching material collection of the state police school was closed in 2006 due to a necessary building renovation in the Alsterdorf property. The exhibits from the collection, which documents more than 100 years of criminal and police history, first had to be relocated. The new Hamburg Police Museum was opened on February 28, 2014 in the former farm building on the grounds of the State Police School, Carl-Cohn-Straße 39, with a significantly expanded exhibition area. The involvement of the Hamburg police in the Holocaust through the murders of Reserve Battalion 101 is mentioned in the exhibition.

Academy of Police Hamburg
Since October 1, 2013, the Hamburg Police Academy has been the central training and further education facility of the Hamburg Police Department with an integrated university area. The legal basis for this is the law on the realignment of training and further training for the Hamburg police force. The academy bundles the training in the three career stages as well as the advanced and advanced training of the Hamburg police force under one roof. The previous University of the Police in Hamburg (HdP) became part of the academy as a technical college; The State Police School was also transferred to the Academy as the oldest training facility for the Hamburg police force. The police in the states of Schleswig-Holstein , Bremen , Mecklenburg-Western Pomerania , Thuringia and Lower Saxony adopted the blue uniform of the Hamburg police. The uniform model is also used abroad, the municipal police of Baden in Austria has been using this model since 2007, but with the local rank badge .

Coloring
In the course of the color change, new vehicles in the color scheme blue-silver or blue-white will be procured. The first blue and silver patrol cars were introduced in mid-2002. In 2004, retroreflective contour markings called " GAPS " were also introduced. Patrol cars and emergency vehicles are now only available in blue-silver or blue-white colors. Since around the middle of 2018 - as in many other federal states - bright yellow foils have also been glued to the patrol cars in order to increase visibility and thus safety.

In contrast to all other German federal and state police forces , the hoods of the Hamburg police patrol cars are not covered with blue foil, as is usual. Instead, there is only a black, non-retro-reflective, police lettering on a silver background. This peculiarity only applies to national purchases, i.e. H. only for vehicles of the Hamburg State Police. The vehicles of the riot police are federal procurements d. H. As is common nationwide, the hoods of these vehicles are covered with blue foil.

Body cam
Since June 19, 2015, police officers from the Hamburg Police Department have been patrolling St. Pauli every weekend in teams of five. One of the officers is equipped with a shoulder camera ( body cam ) and a recording and display module. The camera is operated with a radio remote control on the wrist.
