The Sachsen-Anhalt Police is the state police of the German state of Saxony-Anhalt .

The mission is to ensure public safety and order . As a law enforcement authority , it takes action against unlawful and criminal acts, identifies offenders and analyzes patterns of crime. Another task is to avert danger in the area of internal security , that is to say, the prevention or suppression of illegal acts of any kind. In the context of traffic monitoring, it regulates traffic flows and plays a key role in emergency assistance ( emergency calls ). Furthermore, the police, in close cooperation with authorities for crime prevention to possible offenses in advance to detect and prevent.

Legal bases

In the area of ​​hazard prevention, the police's powers to intervene are based on the Police Act of the State of Saxony-Anhalt, the Saxony-Anhalt Security and Order Act (SOG LSA).

The authorization to intervene in criminal prosecution results from the Code of Criminal Procedure (StPO).

The Ministry of the Interior and Sport, Department 2 - Public Safety and Order, is the higher authority (highest state authority) of the Saxony-Anhalt police.

The Division 2, since 2019, the police stations Dessau , Halle (Saale) , Magdeburg and Stendal , the Police Inspectorate Central Services Saxony-Anhalt (PI ZD), the State Office of Criminal Investigation (LKA) Saxony-Anhalt, based in Magdeburg as authorities and the University of Applied Sciences Police in Aschersleben (FH LSA) subordinated to the state police as a facility.

Structure of the police station from 2019

With the structural reform in Saxony-Anhalt, four police inspections (PI) were established as police authorities in the areas of jurisdiction of the regional courts. The PI take the place of the previous three police departments, which have been dissolved as police authorities.

In addition, a new police authority will be created with the PI ZD. The previous police facilities, the Technical Police Office of Saxony-Anhalt and the State Riot Police, Saxony-Anhalt, are incorporated into this new authority and will be dissolved as independent organizational units . The new police authority will also be given water protection police responsibility for the entire country and other administrative tasks for the other police authorities and institutions. The police inspections have a police station in each rural district and urban district, to which the police station and police station are subordinated.

Previous police structural reforms

From March 1, 1991

The police are divided into the following authorities and institutions:

State Office of Criminal Investigation, District Governments (BR) MD, HAL and DE, PDen MD (incl. 5 PRev) and HAL (incl. 6 PRev).

The BR were followed by 7 police inspections with 37 PRev and 91 PSt, 3 BAB police squadrons, a WSP inspection with 3 WSP-PRev and 9 WSP stations, as well as the police helicopter squadron. State institutions were the state riot police, the state police school, the department of the FH for public administration and justice as well as the service dog driving school.

1995

The police LSA is divided into six police departments (PD) based in Dessau, Halberstadt, Halle, Magdeburg, Merseburg and Stendal, in addition to the State Criminal Police Office, the State Riot Police, the Technical Police Office and the Police College. 29 police stations were directly subordinate to these, plus three police stations for the maintenance of the federal motorways. Part of the police stations nationwide were 19 precincts and 68 precinct stations that had been deployed according to tactical police criteria. For authority-wide tasks, each PD had a central criminal service and a central emergency service.

2007

In July 2007, a fundamental structural reform of the state's police force began in Saxony-Anhalt. There were several goals to be achieved. On the one hand, the structure of the police had to be adapted to the new structures of the state after the district reform in 2007 ; on the other hand, the declining number of inhabitants had to be taken care of in order to enable efficient police work in the future and at the same time ensure a presence in the country. The number of Police Headquarters (PD) will be reduced from six to three,

  • a PD LSA Nord (official headquarters in Magdeburg) with the police stations responsible for the districts of Altmarkkreis Salzwedel, Börde, Harz, Stendal, Anhalt-Jerichow and Salzland as well as the city of Magdeburg,
  • a PD LSA Ost (official headquarters in Dessau-Roßlau) with the police stations responsible for the districts of Anhalt-Bitterfeld and Wittenberg as well as the city of Dessau-Roßlau and one
  • PD LSA Süd (official headquarters in Halle / Saale) with the police stations responsible for the districts of Mansfeld-Südharz, Saalekreis and Burgenland as well as the city of Halle / Saale.

For this purpose, 14 police stations, each congruent with the districts and urban districts, 30 police stations with round-the-clock services and 72 police stations are set up. The headquarters of the police stations are the district towns, with the exception of the districts of Mansfeld-Südharz and Burgenlandkreis. For tactical reasons, the police stations are located in Lutherstadt Eisleben (instead of Sangerhausen ) and Weißenfels (instead of Naumburg (Saale) ).

2019

The law on police structural reform was passed on November 29, 2018 and came into force on January 1, 2019. The three previous police departments North , South and East as well as the Technical Police Office Saxony-Anhalt and the state riot police of Saxony-Anhalt were dissolved.

In 2009 the Saxony-Anhalt police began to introduce a new blue police uniform . At the beginning of the changeover, the previously green uniform was exchanged for the new blue one in the police department of Saxony-Anhalt North. The Police Directorate of Saxony-Anhalt South followed in 2010 and the Police Directorate of Saxony-Anhalt East in 2011.

The police of the state of Saxony-Anhalt was the only state to adopt a combined version of two uniform models. The changeover was carried out at no cost, as the estimated 4.3 million euros would also have been incurred through wear and tear of the old uniform.

In 2013, all officers were equipped with the new uniform.

The police in Saxony-Anhalt mainly uses Mercedes-Benz , Opel and Volkswagen vehicles as company vehicles . Occasionally vehicles from the manufacturers Audi , Nissan and Toyota are also used. Police cars are Mercedes-Benz B-Class , Mercedes-Benz C-Class , Mercedes-Benz E-Class , Mercedes-Benz Vito , Opel Vectra , VW Passat , Ford Mondeo, VW T4 and VW T5 (as of 2008).

In the course of the color change to blue, new patrol cars and company vehicles in the colors blue-silver or blue-white are being procured. The first blue and silver patrol cars were handed over to the police in late 2005 / early 2006. The unique selling point for the state police is the use of the "Magdeburg design", an additional, partially retroreflective yellow foil on the sides and on the rear.

New vehicles are registered with license plates in the form “LSA XXXXX”, where “LSA” stands for “Saxony-Anhalt, State Government and State Parliament” (or “State of Saxony-Anhalt” for short). The background for this change was the abolition of the official registration number on March 1, 2007 and the associated introduction of the so-called federal state and state parliament markings.
