The Mecklenburg-Western Pomerania State Criminal Police Office (Landeskriminalamt MV) is the central information collection and evaluation point and thus the hub for the exchange of information between the criminal police in Mecklenburg-Western Pomerania. In addition, it is the state authority responsible for the Federal Criminal Police Office in the field of fighting crime.

The authority was established on January 3, 1992 by decree of the Ministry of the Interior and Europe of the State of Mecklenburg-Western Pomerania within the scope of this ministry and is subject to its official supervision. It is based in the Leezen district of Rampe and is located a bit outside of this, on the east bank of Lake Schwerin.

Acting director of the State Criminal Police Office is Rogan Liebmann.

Tasks and organization

The tasks of the State Criminal Police Office include

  • the exercise of the central office function within the meaning of § 1 (2) BKAG; this includes maintaining a forensic science institute and collecting and evaluating the data that are important for fighting crime
  • the support of the police authorities of the state of MV in the preventive and repressive fight against crime
  • the coordination of the fight against crime and the issuing of the necessary regulations (after approval by the Ministry of the Interior and Europe MV)
  • the nationwide support of the police authorities in the area of ​​special forces
  • the centralized fight against organized crime, money laundering, drug-related crime, white-collar crime, cybercrime and state security crime, as well as the implementation of appropriate investigations
  • the assumption of investigations by the police authorities by mutual agreement
  • professional supervision in crime prevention and control.

To fulfill the assigned tasks, the State Criminal Police Office employs around 500 people and is divided into six departments and one staff.

With the establishment of the State Criminal Police Office MV, an authority with complex and multi-layered tasks has been completely rebuilt. In the subsequent use of an already existing, barrack-like property, extensive investments were necessary on the way to today's modern organization at the same level of equipment in addition to the organizational challenges to be overcome. The modernization and expansion of the property capacities led in many individual steps to the merging of previously outsourced service areas at one location. At the same time, working conditions were significantly improved. The example of the Forensic Science Institute, which was inaugurated in 2006, makes modernity particularly clear - a clash of performance with contemporary scientific working conditions with accredited quality standards and an architecture that has also been awarded the state building award.

Cooperations

In different fields of work, special forms of cooperation with other authorities and institutions at home and abroad have been gradually built up and maintained, which contribute significantly to improved efficiency in coping with joint tasks in preventing and combating crime. Examples are the joint investigation groups drug and smugglers (GER MV and GES MV), the security partnership MV, the participation in the advisory network Democracy and Tolerance MV, the cooperation with the University of Wismar and the data processing center MV or participation in the joint anti-terrorism center and in the joint Center of the German-Polish police and customs cooperation in Swiecko (Poland) up to the international security conference called "Danzig Talks". This form of networking is continued in a large number of prevention projects that are based in the State Criminal Police Office MV.

Current challenges

The tasks and challenges to be mastered by the authority are always based on current and emerging developments in a wide variety of phenomena . As one of the more recent examples, the establishment of an independent cybercrime department and the hiring of appropriate IT specialists became essential a few years ago. The situation is similar with the use of social media. With its growing social importance, the MV State Criminal Police Office laid the foundations for the police use of social media at an early stage, including a Facebook page for the entire MV State Police, which has been overseen by the MV State Criminal Police Office since August 2011.

The authority is currently facing increasing challenges, particularly in relation to the fight against Islamist terrorism and the development of new technologies and cybercrime. Another special focus is currently on updating the authorities' goals for the State Criminal Police Office MV. As part of modern, employee-oriented management, the employees involved at an early stage play a key role in shaping the future strategic orientation of their authority, which will also guide them in their actions. In 2016, the State Criminal Police Office MV subjected itself to an external assessment based on the EFQM model. As a result, the authority was awarded the title "Recognized for Excellence 3 Star" by the Ludwig-Erhard-Preis initiative, which certifies that it has an above-average degree of maturity. Above all, the flexibility of the State Criminal Police Office MV and the innovative, open and solution-oriented way of working were positively highlighted.
