André Schulz

André Schulz (born April 12, 1970 ) is a German criminal investigator and former federal chairman of the Bund Deutscher Kriminalbeamter .

Police career

Schulz entered the service of the Schleswig-Holstein police immediately after completing his commercial training in July 1990 . He completed his training as a middle service at a riot police department in Eutin . After the career test, he was deployed in the deployment team in Kiel from March 1993 . In April 1993 he switched to the police station. In October 1995 he switched to the criminal investigation department in Pinneberg as an investigation clerk . Between February 1997 and July 1999 he studied at the University of Applied Sciences for Administration and Services in Altenholz near Kiel. He completed his studies with a degree in administration (FH). He then returned as a civil servant of the elevated service back to Criminal Pinneberg. In July 2003, Schulz switched to the criminal police in Hamburg . Schulz has been an exempt member of the staff council since April 2007 .

Schulz is of the opinion that decriminalization of cannabis users makes sense and was a participant and speaker at the “Cannabis Normal!” Conference, which brought together politicians, medical professionals, officials, addiction counselors and experts in November 2017 to discuss the legalization of cannabis .

Union background

Schulz took on the role of managing director of the Hamburg regional association in April 2004 , before he was elected deputy regional chairman of the BDK Hamburg in 2006. Since February 2010 he has been chairman of the regional association. In February 2008, he took over marketing for the federal executive board . In October 2009 he was elected deputy federal chairman of the BDK. On September 21, 2011, he temporarily took over the role of federal chairman, as the previous chairman, Klaus Jansen , was released from his post after criticizing his management style at the instigation of several regional associations. At the federal delegates' day in autumn 2013 he was then elected federal chairman. On May 8, 2018, he announced that he would be resigning from his office as federal chairman on May 31, 2018 due to the fraud investigation.

Preliminary investigation

Schulz was also affected by this illegal practice as part of the salary scandal among police trade unions in March 2017. As a full-time trade unionist, he received a part-time salary from the interior authorities, although he was not doing any job as a detective, which led to a preliminary investigation in November 2017 and to a search of his private home and the BdK office in March 2018. Schulz denies the allegations. In April 2020, the Hamburg public prosecutor brought charges against Schulz for fraud in a particularly serious case. His former superior at the Hamburg State Criminal Police Office was charged with aiding and abetting by omission. Because of the special importance of the case, the indictment was filed with the Hamburg Regional Court. The public prosecutor's office has also announced that it will apply for compensation in the amount of the net remuneration received from the unfulfilled employment relationship in the amount of EUR 75,177.28.

criticism

Due to controversial polarization, Schulz came under heavy criticism.

In June 2012 Schulz accused the NSU investigative committee of the Bundestag for “post-mortem smart-ass shit”, which brought him the harsh accusation of the committee chairman that he had “an absurd understanding of the rule of law” and a “disturbed relationship to parliamentary democracy and the control tasks of members of parliament”. According to the Kölner Stadt-Anzeiger, Schulz's "verbal failures" exacerbated tensions between politics and the security authorities.

Schulz's request from February 2013 to reinstall a new criminal law for the elderly because the proportion of elderly people in property crime is increasing met with rejection both in their own ranks and in politics and among the elderly themselves Parliamentarians “completely absurd” and a “nonsense”, and reference was made to the principle of equality. The chairman of the senior citizens' union Wulff called the request "Stuss".
