ZEMA

from Wikipedia, the free encyclopedia

ZEMA is the abbreviation for Central Simple Registration Information .

The ZEMA is an Internet portal with daily updated information from the register of residents , which is made available by many residents' registration offices in Bavaria and North Rhine-Westphalia as well as other connected federal states and operated by the AKDB (Institute for Municipal Data Processing in Bavaria) in Bavaria in cooperation with d-NRW becomes. A special feature of the Bavarian databases is the merging of personal data about a single person. With this z. B. so-called address chains are formed when moving, d. H. Changes of address or name can be seen via corresponding inquiries.

A conventional web browser and the following search criteria are sufficient for a qualified search: surname and first name as well as two pieces of data from the criteria of date of birth and / or street, house number and / or gender. An increased administration fee is required for providing the information.

The interruption of the address chain can only take place by objecting to the data being passed on to the responsible residents' registration office. The objection can usually be submitted informally to the residents' registration office. However, it is hardly possible to check whether and how quickly the suppression of the transfer of data took place. Not all federal states offer the service of such a database (previously Bavaria, North Rhine-Westphalia, Berlin, Hesse, Baden-Württemberg, Lower Saxony and Schleswig-Holstein).

In the opinion of many, the database with the disclosure and linking of personal data is questionable in terms of data protection law. Nevertheless, there are legal bases for the introduction and use of ZEMA.

  • Bavaria: Law to Strengthen Electronic Administrative Activities of February 1, 2003;
  • Hessen: New Registration Act; in force since February 1, 2006;
  • General principles of reporting and data protection law.
