The Central and Contact Point Cybercrime North Rhine-Westphalia (ZAC NRW) is the central contact point for investigative authorities (in particular public prosecutors and police authorities ) in North Rhine-Westphalia in the area of computer crime . It is located as the main department at the Cologne Public Prosecutor's Office and is headed by Markus Hartmann. The ZAC NRW is the largest institution of its kind in Germany.

history

The ZAC NRW was set up in April 2016 in response to the rapidly increasing number of offenses directly related to information technology . The number of public prosecutors working for her has risen from five to over fifteen since then.

tasks

The first task of the ZAC NRW is to carry out investigative proceedings of particular importance in the field of computer crime. For example, she led the investigation against an online shop operated in Poland, through which prohibited pyrotechnic items could be purchased and in which 53 apartments nationwide were searched, 57 people across Europe were provisionally arrested and over 27,000 fireworks were seized. In the summer of 2019, the ZAC was involved in the launch of the online platform operated by an international drug ring, through which customers could order chocolate bars that contained order codes for the purchase of so-called new psychoactive substances . Since 2019, the ZAC has also been responsible nationwide for particularly serious cases of political hate crime on the Internet.

In addition, the ZAC NRW is the central point of contact for all public prosecutors and investigative authorities in North Rhine-Westphalia. It works closely with the authorities of other countries and the federal government and serves as a contact point for cooperation between science and industry.

Together with the police and the State Agency for Media , the ZAC NRW launched the project "Tracking instead of just deleting" in 2017, which provides the media partners involved with a particularly simple way of reporting infringing comments made in the context of their online offers To bring a report.
