The Central Register of Persons Act of September 21, 2011 regulates the establishment and management of the electronic Central Register of Persons (ZPR) of the State Administration in Liechtenstein (Art. 1 para. 1 ZPRG). This includes, among other things, regulations on the collection of data, queries, the structuring of the rights and obligations of those affected, monitoring and control as well as legal protection in mandatory and dispositive provisions.

Special statutory provisions on data processing and disclosure are not changed by the ZPRG. These provisions continue to take precedence over the ZPRG (Art 1 (2) ZPRG).

Purpose of the scheme

The ZPR serves in particular (Art 2 ZPRG):

  • supporting the authorities in fulfilling their statutory tasks;
  • the uniform processing of personal data (data) by authorities;
  • the simplification of the exchange of data between authorities;
  • the provision of updated data.
