Central civil status register

The Central Civil Status Register (ZPR) is a public register introduced in Austria on November 1, 2014, in which the civil status authorities are allowed to process general and special civil status data in an information system. The legal basis is Section 44 of the Civil Status Act .

The data entered up to then in local IT applications or manually kept civil status books were transferred to the ZPR, whose technical infrastructure is provided by the Ministry of the Interior . The practical use of the ZPR is, for example, that every civil status authority can query all of a person's data and issue civil status documents. Simultaneously with the introduction of the ZPR, a Central Citizenship Register (ZSR) was set up in order to be able to issue a certificate of citizenship regardless of residence .

In July 2011 the Council of Ministers decided on a nationwide central civil status register (ZPR), which should be operational in April 2013 and go into full operation in January 2014. In November 2012, the Interior Committee of the National Council approved the change in the law. Real operation was planned for November 2013. The 2013 Personal Status Act (PStG 2013) was finally passed on December 5, 2012 in the National Council and on December 20, 2012 in the Federal Council. In October 2013, the introduction was postponed to November 2014 due to problems with the technical implementation.
