A delivery server is a technology component in the future-oriented form of electronic delivery of official documents that can no longer be qualified by sending e-mail and mostly only use the postal route due to identification conditions and delivery security. Based on the communication via SOAP , using legally defined XML formats, shipments can be transferred to the delivery server, which then offers them to the recipient for download via a web portal using qualified identification after notification.

What is the delivery server?

The delivery server is part of a delivery service. A delivery server takes over the electronic delivery to the recipient, i. That is, it accepts the electronic government documents and keeps them ready for recipients. The delivery is qualified through protected access and encrypted availability ( X.509 encryption certificate ) of the documents.

A delivery server has implemented the following processes:

The technical implementation is carried out by various delivery services that are offered directly by authorities or private companies. First, the sender informs himself at the delivery head whether the recipient has a PO box. The delivery header is a central register that communicates with all directory services of the approved delivery services. Then the delivery is sent via a specific interface . The recipient receives a notification email from the delivery server so that he can log in and pick up the document. After a legally stipulated timeout of 48 hours, a second notification email must be sent. The information supplied is sent in an XML file that is structured according to certain rules and is displayed using the XML schema RecipientNotification.xsd.

The documents are accessed through qualified identification using a citizen card or mobile phone signature. The documents are only offered for download after a successful login . If the sender requests confirmation, the user must confirm receipt via the server using a qualified electronic signature . The server then creates an XML-based notification that is used for logging and can be sent back to the sender.

If messages are sent by e-mail , the technical security level cannot be guaranteed. In the case of e-mails, there are acknowledgments of receipt, but depending on the technology used, they are by no means returned. For important documents of the authority, it is particularly crucial that it can be proven when a document was delivered and that only the recipient himself or authorized persons can read the content and that the information cannot be passed on to third parties during transmission.

Complexity for users

The user is provided with a web-based interface that can be reached globally. This software allows authentication through various citizen card environments (software, card readers, etc.). The user can use all documents because he has announced which data types the delivery server is allowed to accept for his documents.

Electronic citizen card

The electronic citizen card is used to authenticate that the user is also the intended recipient. Private use

The delivery server is legally free to decide whether it also enables the delivery of documents for private persons or companies. The incentive is to reliably transmit the invoice and contracts to the desired recipient electronically.

Delivery with proof

The authority can choose whether a document with proof should be sent. To do this, it is informed when the user picks up the document from the delivery server. Otherwise, certain regulations apply that already qualify the notification as having been delivered.
