The Federal Chancellery ( BKA ), occasionally just called Ballhausplatz in political journalism , is the Federal Ministry headed by the Federal Chancellor of the Republic of Austria . The official seat of the head of government is in the 1st district of Vienna , Inner City , at Ballhausplatz  2.

The Federal Chancellery is in the immediate vicinity next to the Vienna Hofburg , the former winter residence of the Emperors of Austria and their predecessors. There are two parts of the Hofburg opposite on Ballhausplatz: the narrow side of the Leopoldine wing , where the entrance to the President's office has been located since 1946 , and the Amalienburg , where the last emperor, Charles I , lived alternately with other residences.

The building was built from 1717 to 1719 by Johann Lukas von Hildebrandt as a secret court chancellery under Imperial Vice Chancellor Friedrich Karl von Schönborn-Buchheim . Here Prince Wenzel Anton Kaunitz officiated from 1753 to 1792 as house, court and state chancellor for Maria Theresa , Joseph II. And Leopold II. (House meant the House of Habsburg-Lothringen , the ruling dynasty , court referred to the Kaiserhof, the household of the immediate monarch family. 1809–1848, Prince Metternich , from 1821 as House, Court and State Chancellor, was responsible for the foreign policy of the Austrian Empire . The “Ballhausplatz” was therefore the venue for the Congress of Vienna in 1814/15.

The foreign ministers of Austria and Austria-Hungary held office here until November 11, 1918, when Charles I renounced any share in state affairs ; all of them were aristocrats . After 1867 the department was designated as the kuk Ministry of the Imperial and Royal House and Foreign Affairs. Since the dual monarchy had no actual head of government, the foreign minister also acted as chairman of the joint council of ministers, in which the three imperial and royal ministers responsible for the entire monarchy had to clarify with the prime ministers of Cisleithania and Transleithania mainly foreign policy and joint military matters as well as both financing. The most serious decision was to propose a declaration of war on Serbia to the emperor and king in 1914 , which resulted in the First World War in just a few days .

On October 30, 1918, German Austria, defined as a republic since November 12, 1918, elected its first state government . In the days that followed, she took over the German-Austrian agendas of all kuk and kk ministries. The Austrian heads of government held office from November 12, 1918 to 1923 in the former Imperial and Royal Council of Ministers Presidium at Herrengasse  7; The Republican Foreign Office was located on Ballhausplatz.

With the Federal Constitution in the autumn of 1920, the functional titles that are still valid today (e.g. Federal Chancellor and Federal Minister) were established. From 1920 to 1938 and 1945/46, today's Federal Chancellery housed the Federal President and the Foreign Ministry, and since 1923 also the Federal Chancellor , who was often foreign minister at the same time. On July 25, 1934, Chancellor Engelbert Dollfuss , who had ruled dictatorially since 1933, was murdered in the Federal Chancellery during a Nazi coup attempt .

On March 13, 1938, Austria was "attached" to the German Reich without a referendum or parliamentary vote . Federal President Wilhelm Miklas previously resigned. The National Socialist Seyss-Inquart , appointed by him as Federal Chancellor, served here from March 15, 1938 to April 30, 1939 as Reich Governor and Head of the Austrian Provincial Government ; then this body was dissolved by Hitler . The Reichsstatthalter responsible for the Reichsgau Vienna continued to serve here until 1945, usually referred to as the Gauleiter after his party function . In mid-April 1945 Vienna was conquered by the Red Army and the Nazi regime came to an end here.

The Renner state government was formed on April 27, 1945, and with the knowledge of the Soviet occupying power it took possession of the building of the Federal Chancellery (which had been badly damaged by bombs) for the republic. From September 1945 to July 1955, the city center was controlled by a different one of the four occupying powers every month. The Federal President has been in office in the opposite wing of the Hofburg since 1946.

tasks

The Federal Chancellery is the office apparatus of the Federal Chancellor; it oversees his constitutional functions. In this sense, his employees, under the direction of the Federal Chancellor, coordinate the general government policy and the information activities of the Federal Government.

The Federal Chancellery is responsible for:

  • Matters of general government policy, including the coordination of the entire federal administration, insofar as it does not fall within the scope of another federal ministry.

Issuing instructions to the committees of permanent representatives (I, II) in agreement with the Federal Ministry for Europe, Integration and Foreign Affairs.
    • Legal matters of European integration, in particular working towards the timely and complete implementation of the directives of the European Union.
    • Economic coordination, including the coordination of the measures to implement the economic policy decisions of the European Council and the Euro Summit.
    • Coordination of fundamental questions of the European budget including the multiannual financial framework, summarizing the issues of structural policy.
    • Coordination in matters of comprehensive national defense.
    • Coordination of the National Security Council.
    • Right to information for the Federal Chancellor and the Vice Chancellor at the Army Intelligence Office, the Abwehramt and the Federal Office for the Protection of the Constitution and the Fight against Terrorism
    • Event-related coordination of domestic measures to deal with supra-regional or international crises or disasters.
    • Coordination in matters of telecommunications, information technology and media.
    • Strategic network and information security matters.
    • Affairs of an alternate federal data center
  • Information activities of the federal government.

  • Personnel matters of the highest executive bodies with the exception of the Federal President.
  • General salary matters as well as personnel information and reporting, without prejudice to the leading responsibility of the Federal Ministry for Art, Culture, Public Service and Sport.
  • General affairs of state administration, insofar as they do not fall within the scope of another federal ministry.
    • This also includes in particular:
    • General matters relating to the legal system, legislation and the legal language, including maintaining the uniformity of federal ministries' preparatory work for federal legislation; Legal Clearing Matters.

  • Management of the chancellery business of the Federal Government and other collegial bodies in which the Federal Chancellor presides.
  • Radio and television matters, insofar as they do not fall under the responsibility of the Federal Ministry for Climate Protection, Environment, Energy, Mobility, Innovation and Technology (apparently errors in the amendment, the technical matters now belong to the Federal Ministry for Agriculture, Regions and Tourism) ; other media matters with the exception of judicial media law, coordination of the information society.

  • Matters of information on issues relating to the common European currency.
  • Affairs of the Archives.
