The Council of Ministers Service is the Austrian government's coordination office for meetings of the Council of Ministers , the body of the Federal Chancellor , Vice Chancellor , the Federal Ministers and State Secretaries , and the liaison service between the ministries and with Parliament . The staff unit is the Council of Ministers service in the Federal Chancellery .

Function and position

The Council of Ministers is the highest decision-making body of the government when it comes to matters that go beyond the freedom of a minister to issue instructions. The Council of Ministers service has been set up at the Federal Chancellery to coordinate the meetings and intergovernmental cooperation. In addition, each individual ministry has a corresponding department.

general tasks

The functions of the Council of Ministers service include:

  • Preparatory acts in connection with the meetings of the National Council and the convening of the Federal Assembly
  • Preparation of draft responses to parliamentary questions to the Federal Chancellor and the Federal Government, including the coordination of responses
  • Preparation of draft responses for letters to the federal government ( resolutions )
  • Act as a liaison body with parliament and the other federal ministries

Ministerial service in the Federal Chancellery

The ministerial service in the Federal Chancellery takes on the function of the “Office of the Federal Government”, since the government as a whole, unlike the other highest federal organs, does not have its own administrative authority.

Special tasks of the Council of Ministers service at the Federal Chancellery:

  • Preparation (drawing up the agenda , Council of Ministers material), taking minutes and following up the weekly Council of Ministers meetings
  • Preparatory acts in connection with the new or restructuring of the Federal Government and the ministerial representations, the appointment of the members of the Constitutional Court  (VerfGH), the members of the Remuneration Control Commission (commission according to Art. 59b para. 1 B-VG) and the President, Vice-President, the Members of the Board of Directors and the General Councils of the Austrian National Bank  (OeNB), as well as the appointment of certain bodies of the Financial Market Authority  (FMA)
  • Personnel matters of the members of the Federal Government including matters of remuneration , implementation of the Federal Remuneration Act and the Remuneration Act with regard to federal ministers and state secretaries; as well as the extraordinary benefits and benefits awarded by the Federal President
  • Matters of the Incompatibility Act , announcement of the notification of the Incompatibility Committee on companies to which no orders may be placed under the Incompatibility Act in the Wiener Zeitung
  • Preparation of Council of Ministers lectures with which the Federal Government's reports are brought to the attention of the Court of Auditors ;
  • Preparation of the acts for the awarding of decorations to members of the federal government (state secretaries) and governors

In the Federal Government of Faymann I , the ministerial service was upgraded to the extent that Josef Ostermayer, a separate State Secretary was appointed for government coordination, particularly in connection with the transparency debate on politicians' salaries .
