List of Prime Ministers of Austria-Hungary (1867–1918)

The political executive of Austria-Hungary was 1867-1918 after the Austro-Hungarian settlement in the sense of dualism of the emperor and king, the three joint ministers appointed by him , who were responsible for both halves of the empire, and the Prime Minister of Austria, who were also appointed by him and Hungary and their cabinets.

Due to the constitutional and real political development of the Habsburg Monarchy, the Austrian Prime Minister was almost exclusively dependent on the Emperor, the Hungarian Prime Minister on the King and the aristocratically dominated Reichstag . The prime ministers were changed relatively often; only a few could gain formative influence.

Chair of the Council of Ministers for Common Affairs

The Council of Ministers for Common Affairs was one of the constitutional brackets that linked Cisleithanien and Transleithanien after the Compromise of 1867. (The Council of Ministers meant meetings at which the three joint ministers and the Prime Ministers of Cis and Transylvania met; the term did not designate a state organ.) The representatives of the Kingdom of Hungary attached great importance to the fact that this Council of Ministers did not appear as the government of the entire monarchy, and therefore ensured that the title of Reich Chancellor, which Beust had received, was no longer used after 1871. In the joint council of ministers the minister of the imperial and royal houses and of foreign affairs presided, if the monarch did not attend himself. The three ministers taken together were also referred to by the emperor as a common ministry .

After October 24, 1918, a joint Council of Ministers no longer met, as Hungary had terminated the settlement of 1867 and thus the real union with Austria with the consent of the monarch in mid-October 1918 by decree at the end of October 1918.
